At the Special Board Meeting
11/29/2007:
.........Director Coze clarified that, according to the
bond counsel, the monies from the bond can be used to construct
and equip not acquire, construct, and equip. This was mentioned
due to the possibility that had been brought up from the
previous meeting that the monies be used to purchase or
lease the ACE Hardware building instead of building Option
1.
.........Brian Brown, WLC Architects,
gave a brief update from the last meeting. The November
14, 2007 meeting ended with a request to look into a redesign
to allow for more than one of the amenities that the voters
wanted. After researching the time and costs of a redesign,
it was shown that, depending on the scope of the redesign,
only a 2500 square foot building would be all that the District
could end up with, at best.
........Public comment continued and
the following was contributed: the Board was implored to
seek out partnerships with established amenities to provide
the needed services. One member felt that all or nothing
should be built. More than half of those who spoke reminded
the Board to keep the District’s financial situation
(before and after construction) in mind. And the option
of buying the old ACE Hardware building was revisited more
than once to no avail; the available funds are too restrictive
to allow it.
Action:
To move forward with Option 1 (Assembly Hall, Stage,
Kitchen, Offices, Meeting/Classroom, Senior Center, and
Teen Room); proceed with an alternate bid package to include
Option 3A (Option 1 as well as the pool and pool support
facilities) to be determined once the bids are received.

At the Regular Board Meeting 04/23/2008:
.......... Director Johnson provided background information
pertaining to the alternate bid for the Community Center.
This item was tabled from last month’s meeting because
there were three bids that needed to be re-bid, including
the pool. This allowed other contractors the availability
to bid. Meanwhile, staff had created a mock community pool
complete with a program schedule, list of fees, and finally
the costs associated with those programs. This was presented
in the Board packets. The mock pool was unable to cover
its costs.
President Johnson read a letter submitted by a Cameron Park
resident, as the individual could not be in attendance to
speak. The letter reflected disappointment in the deficit
a swimming pool would impose on the District from operating
costs. Director Johnson continued with discussion with a
list of bidders that was made available to the Board at
5 pm the day of the meeting. As this list was different
than the one provided in the Board packet, Directors Johnson
and Clarke had some clarification questions. Kirk McKillop,
ProWest Constructors, stated that he was prepared to share
the progress of construction and the savings that the CSD
has from the lower-than-estimated bids that recently came
in. Any questions about the Preconstruction costs (i.e.
the contingency) would have to be answered by the Preconstruction
President, Mike Quinn. McKillop had a call into Dan Polen
and Mike Quinn, Preconstruction for ProWest.
Director Gerger stated that the operating
costs of the pool, as shown in a negative value, should
be enough to determine if the pool should be built. It could
be a waste of time to prolong the discussion because while
we may have enough money to actually build the pool, more
importantly, we may not have enough money to have it. Director
Johnson answered that his questions are relevant and, in
response to the deficit pools run each season, he has had
discussions with residents regarding handling the deficit.
Any vote would be ridiculous with insufficient information.
